Does your quote include regulation fall protection (guard rail & harness systems)? Does the roof restoration business have an ABN, insurance and provide a written workmanship warranty? Are they just painting the roof to improve its appearance for a short while or restoring your roof (rebedding and pointing, replacement of valley irons as needed) to improve its lifespan and function?
